The Global AIDS Alliance is a small non-governmental organization focused on US and global advocacy to reverse the spread and impact of HIV/AIDS worldwide. Specifically, GAA seeks to mobilize the political will and financial resources needed to slow, and ultimately, stop the global AIDS crisis and reduce its impacts on poor countries hardest hit by the epidemic.  We seek to address the epidemic’s fundamental links to social justice issues such as poverty and gender inequity and are committed to achieving the Millennium Development Goals.  GAA current priorities are to (1) achieve universal access to HIV/AIDS prevention, treatment, and care; (2) advance children's well-being; (3) accelerate women's equality; and (4) mobilize increased financial resources and ensure they are utilized to maximize on-the-ground results.

Africa Coordinator
Budget Manager 

AFRICA COORDINATOR

In 2009, GAA, along with regional and national partners in sub-Saharan Africa -- launched the Campaign to End Pediatric HIV/AIDS (CEPA). The Campaign to End Pediatric HIV/AIDS (CEPA) seeks to increase coverage rates for prevention of mother-to-child transmission (PMTCT) and pediatric treatment to the globally agreed-upon target of 80% and ensure high-quality services. The campaign will work to expand and activate in-country advocacy networks that can help catalyze reforms at the national and global levels; hold governments and other decision-makers accountable for tangible progress toward their commitments; and overcome key policy and implementation bottlenecks to scaling up pediatric prevention, treatment, and care. The expected outcomes are improved program delivery results and increased impact of ongoing investments from international donors and national governments. CEPA will focus on six high-burden countries in sub-Saharan Africa where large-scale PMTCT and pediatric HIV/AIDS programs are being implemented: Kenya, Tanzania, Uganda, Zambia, Nigeria, and Mozambique.

We are currently seeking an Africa Coordinator for the Campaign to End Pediatric AIDS (CEPA) to join our growing team. The CEPA Africa Coordinator is a new position designed to help support our network's efforts on the ground. The position entails leadership responsibilities for organizing multiple partners across several African countries to achieve a series of campaign results over the next three years and includes oversight of media relations, performance measurement and other aspects of campaign management. The CEPA Africa Coordinator is part of the CEPA management team, reports to GAA's Executive Director based in Washington D.C. and supports the work of several consultants. The position is based in Africa and the location is negotiable.

Duties and Responsibilities:

  • Lead, coordinate, and develop the CEPA network of in-country, regional and global level partners and stakeholders to achieve the campaign's stated objectives in the six target countries.
  • Provide support to national-level partners leading national CEPA campaigns currently in Zambia, Mozambique, Tanzania, Uganda, Nigeria, and Kenya; including help-- through visits and other resources--to build their advocacy, technical, managerial and financial capacity to deliver results;
  • Provide oversight of CEPA's core partners, ensuring effective functioning of the campaign's Africa-based operations; serving as the primary GAA point person for CEPA with core partners; interfacing with media and acting as Africa-region spokesperson for the campaign;
  • Play a supportive role to the CEPA Leadership Council, including providing regular updates on campaign progress, and identifying opportunities/need for the council's engagement
  • Ensure that regional and global partners fully support national level partners to optimize the impact of the national advocacy action plans;
  • Monitor and ensure that regional and national CEPA stakeholders in Africa are accountable to their agreed upon tasks and associated advocacy outcomes;
  • Coordinate monitoring and evaluation (M & E) activities with regional and national stakeholders in collaboration with GAA and our evaluation partner, iScale, to assure impact of the campaign is accurately and verifiably measured;
  • Monitor the regional and national partners' plans to assure proper emphasis is placed on the most productive activities; and support the CEPA budget planning and reporting processes, including review of trimester financial reports;
  • Help expand partnerships/networks to further the organizational strategic implementation priorities.

Qualifications:

  • Significant experience leading Africa-based advocacy and/or public relations campaigns, and managing complex, multi-country stakeholder projects in Africa;
  • Proven experience (over 5-7 years) engaging senior officials in civil society organizations, governments, multi- and bi-laterals, and regional actors in Africa on global health issues;
  • Exceptional leadership, advocacy, coalition-building, and project management skills
  • Proven management leadership experience in multi-cultural, complex agendas
  • Master's degree in public policy, public health, business, or equivalent proven capacity.
  • Technical experience in HIV/AIDS, pediatric AIDS preferred;
  • Evidence of high caliber written and verbal communication skills, detail oriented;
  • Flexibility to travel frequently both nationally and internationally, up to 40% of the time; 
  • Commitment to social change and political activism;
  • Proven team builder with ability to work effectively across boundaries, particularly in resource-limited environments; 
  • Empowering style of leadership that focuses on ensuring that CEPA leadership is supported within and by the national and regional CEPA partners.

BUDGET MANAGER

The Global AIDS Alliance is currently seeking a Budget Manager to join our growing team.

Duties and Responsibilities:

Budget Management

  • Lead annual preparation of GAA's operating budget, coordinating with managers and directors; update budget with changes as needed
  • Maintain and update GAA cash flow analysis report and prepare other forecasting information on a monthly basis or as needed
  • Prepare budget-to-actual income & expense comparisons for monthly reviews
  • Monitor salary, benefits, and indirect expense allocation reports and present monthly analysis report
  • Collect and review employee timesheets for accuracy on pay period basis
  • Prepare and submit GAA / GAAF invoice requests (reimbursement of expenses or other income-related invoices)
  • Code all general & administrative vendor invoices and expense reimbursement requests; review transactions monthly and submit reclassification requests as necessary
  • Ensure separate tracking of 501(c)(3) and 501(c)(4) income and expenses
  • Serve as backup for preparing bank deposits, processing one-time accounts payable disbursement checks, and processing wire transfers 
  • Participate in budget presentations at Board of Directors meetings, as requested

Grants Accounting & Management

  • Review contracts and grant agreements to establish and ensure internal compliance
  • Prepare financial reports to grantors, as required; prepare budget reallocation requests as necessary
  • Code program vendor invoices and expense reimbursement requests; review transactions monthly and submit reclassification requests as necessary
  • Produce monthly analysis reports on grant expenditures and allocations; 
  • Review and process respective project allocations on a monthly basis
  • Track sub-grant disbursements and financial reports, including backup documentation
  • Coordinate with Development Director and other grants managers on budget development for new grant proposals 
  • Review sub-grant proposals to ensure financial & budget integrity under lead grant and GAA guidelines

General

  • Serve as internal coordinator for annual audit and assist outsourced accountant in preparing audit schedules by providing backup documentation that supports GAAP compliance and / or OMB audit requirements
  • Support Deputy Executive Director of Management in advancing strong budget management systems through keeping staff to oriented in budget policies and by collaborating with staff and management during budgeting procedures

Qualifications

  • 5-7 years experience in budget management
  • Bachelor's degree, in finance or accounting and/or skills associated with the completion of a degree required. 
  • Demonstrated proficiency in computer technology including applications for management Windows, Microsoft Word, Excel, and Quickbooks preferred.
  • Experience in fast paced organization.
  • Demonstrated prior interest in human rights and social justice issues helpful.
  • Flexibility, attention to detail, and a sense of humor are personal attributes that will contribute to success in this position

GRASSROOTS INTERN

The Global AIDS Alliance, a small non-governmental organization focused on US and global advocacy to reverse the spread of HIV/AIDS around the world is looking for a committed hard-working intern to support and expand GAA's grassroots presence in the US.  The grassroots intern will participate in a wide scope of activities such as:

  • Conduct research and outreach to targeted districts and constituencies
  • Create materials that can be used on the ground
  • Monitor local news coverage in targeted districts
  • Participate in rapid response actions both on and off line including blogging and writing letters to the editor
  • Possible technical work assisting the Campaign to End Pediatric AIDS (CEPA) network
  • Research media sources both domestically and abroad
  • Participate in coalitional conference calls and meetings representing GAA
  • Some light administrative work such as data entry and preparing mailings

Strong community organizing, internet research and organizational skills are a must. Background in community, internet, political or advocacy organizing or media relations a plus. Working knowledge of MS Word and Excel required.

GAA is unable to offer a stipend to interns. Internship is at least 15-20 hours per week.

POLICY INTERN

GAA is looking for a committed, hard-working intern to support our policy team. This intern will assist with a range of activities, including: 

Conduct research in support of GAA's policy analysis and advocacy, media and public education, grassroots organizing, and coalition-building activities.
  • Assist with GAA's media outreach, including distributing press releases and briefings, arranging press conferences, making follow-up phone calls, etc.
  • Assist with GAA's grassroots organizing and coalition-building efforts, including drafting action alerts and arranging and attending teleconferences and meetings.
  • Assist in developing new policy-related website content.
  • Assist with the creation of public education materials, including newsletters, advocacy briefs, and policy papers.
  • Staff office reception desk and provide administrative support as needed.

Strong writing and editing skills and experience doing internet research are essential. Background in policy advocacy, grassroots organizing, or media relations a definite plus. Knowledge e-activism systems and database maintenance desirable. Knowledge of Microsoft Office applications essential.

CAMPAIGN TO END PEDIATRIC HIVAIDS (CEPA) POLICY INTERN 

GAA is looking for a committed, hard-working intern to support our Campaign to End Pediatric HIV/AIDS (CEPA); a dynamic advocacy campaign to scale up prevention, treatment, and care of pediatric HIV/AIDS in six focus countries in Africa: Kenya, Uganda, Tanzania, Zambia, Nigeria, Mozambique.

The CEPA intern will serve primarily as a research assistant, and will carry out the following activities:

  • Conduct policy research and report on pertinent findings as it relates to pediatric HIV/AIDS, with a focus on Family-Centered Care and Nutrition; Early Infant Diagnosis and Treatment; Access to Appropriate Medications; and Full Funding to Eliminate Pediatric HIV/AIDS
  • Review and synthesize technical updates relating to pediatric HIV/AIDS programmatic and policy issues;
  • Conduct research on country specific issues related to pediatric HIV/AIDS and the CEPA campaign
  • Attend and participate in relevant pediatric and PMTCT+ policy meetings;
  • Assist with the creation of public education materials, including newsletters, advocacy briefs, and policy papers.
  • Assist in developing new CEPA related website content
  • Provide administrative support to the broader Policy team as needed
The ideal candidate will: 

Be familiar with international HIV/AIDS, child and maternal health (particularly in Africa); have experience in conducting literature reviews; have strong writing, research, and analytic skills; ability to work independently and with flexibility, a self-starter who can work with minimum supervision. Background in policy advocacy and knowledge of Microsoft Office applications essential.
